Those political events have weighed on the talent-sourcing strategies of 71 percent of IT leaders, with 20 percent saying "very much" and 51 percent saying "somewhat."

But despite the potential impacts of these political factors, more IT leaders said they have increased hiring than decreased it. Thirty-seven percent said they have added full-time staff while 36 percent said they have added contingent help. On the other side, 26 percent have lowered full-time hiring and 23 percent have lowered their demands for contingent help.
