How are wireless plans created now without data pools?

The carriers decided they weren't going to create data pools anymore for enterprise customers. Businesses don't have to group a number of phone lines with a number of gigs anymore -- usually it’s about 100 lines with 200 gigs in a pool. But this is new. The carriers to do this so far are Verizon, who rolled out these plans in April 2015, and AT&T in December of 2015. 

Now, these carriers are saying you can have a data package that’s associated with your line. So let's say the organization has 1,000 lines. Instead of phone lines being broken up into groups of 100, (all lines) can now go into one invoice.
