While the security industry has found a lot of success driving scare tactics to implement new technologies and programs, that shouldn't be an approach used when looking to launch an insider threat program, the panel agreed. CSC's Reidy said that challenge comes into play because top-level executives approving the program will also have to be included in those considered for internal threats.

"When you talk to management, it really need to be around how we can protect our intellectual property and I want to help us save jobs," Reidy said.
